Bunyan wrote that from Bedford jail, where he spent twelve years for preaching without a license, with a blind daughter at home and a family he could not support. This place and state means the cell. He is not describing a study; he is reporting what happened to passages he had read for years and seen nothing in.

The first serious doctrinal dispute in the church went to a meeting, and the meeting produced a document.
The question was whether Gentile converts had to be circumcised and keep the law of Moses. Paul and Barnabas had argued about it in Antioch. The church sent them to Jerusalem, and there was much debate.
Then Peter spoke about what God had done at Cornelius’ house. Paul and Barnabas reported the signs among the Gentiles. And James stood up and settled it — with a quotation from Amos.
The words of the prophets agree with this, as it is written. The decision is not made by counting experiences; it is made by checking them against the text.

And then they wrote a letter, and the letter contains a clause that has occupied readers ever since.
It seemed good to the Holy Spirit and to us.
Not we prayed and then decided. Not the Spirit told us and we transcribed. Both agents in one sentence, joined by and, without any attempt to explain how they combine.
Which is the plainest statement in Scripture of the thing this slot has been circling for thirteen weeks.
Moses wrote and deposited. Jeremiah dictated to a scribe who wrote it twice. Luke investigated everything carefully. Hezekiah’s men copied. The Preacher weighed and arranged. A chronicler worked from named archives. And a council of men debated at length and then wrote it seemed good to the Holy Spirit and to us.
In every case, real human work. In every case, the claim that the result is God’s.
The letter itself is worth noticing for what kind of document it is. It has a sender, named recipients, a summary of the dispute, a statement of the decision, four practical requirements, and a courier — Judas and Silas, sent to confirm the contents in person, because a letter can be doubted and men can be questioned.
And Luke records the reception: they read it, and were glad for its encouraging message.
And notice how the decision handles what could not be settled by experience alone. Peter had a vision and a household full of Gentiles receiving the Spirit; Paul and Barnabas had signs and wonders. All of that was reported — and then James went to Amos. The experiences were real and they were not, by themselves, the ruling.
That is the shape of authority in the New Testament church. A question that could not be settled by preference went to Scripture, was decided by men who said the Spirit decided it, was written down, was carried by named people to named places, and was read aloud to a congregation who found it a relief.

James quotes Amos 9:11–12, following the Greek Old Testament, whose wording differs from the Hebrew at the crucial point about the Gentiles who bear God’s name. The textual question is real and much discussed; what is not disputed is that the council settled the matter by appeal to a written prophet.
The four requirements — abstaining from food polluted by idols, from sexual immorality, from the meat of strangled animals and from blood — have been explained as concessions for table fellowship with Jewish believers, as prohibitions rooted in Leviticus 17–18 for foreigners living among Israel, or as a minimum moral core. Each reading has serious defenders.
Note who is named: the apostles and elders, with the whole church; then Judas Barsabbas and Silas as couriers, described as leaders among the brothers. Luke names people the way a man names witnesses.
Paul refers to this dispute from his own side in Galatians 2, and reconciling the two accounts is a standing question in New Testament study. The two writers agree on the outcome and describe the process differently, which is what independent accounts of a contested meeting usually look like.
The letter is addressed to Gentile believers in Antioch, Syria and Cilicia, and Acts 16:4 records Paul and Timothy delivering its decisions to towns further afield for the churches to observe. A document written for one region was carried and applied beyond it almost immediately.
